Continuing a very irregular series on who are the voters in upcoming "hot" elections, I turn today to the 23rd Congressional District, where there will be a Special Election sometimes this year. The seat is being vacated by Republican John McHugh, who President Obama has appointed Secretary of the Army.

The district is largely rural. The most urban parts of it are Plattsburgh (10,262 voters), Malone (5,831 voters), Watertown (12,525 voters), Oneida (6,240 voters), Fulton (6,560 voters), Oswego (10,545 voters), Canton (5,172 voters), Massena (7,246 voters), Potsdam (6,756 voters) & Ogdensburg (5,851 voters).
There has already been speculation about State Legislators who might run for the seat. Because it’s a Special Election, it’s a “free ride” for them as they don’t have to vacate their seats to win. And because it’s a Special, there are no Primary Elections to choose the candidates.
5 legislators represent more the 60,000 voters in the CD – Democratic Senator Darrell Aubertine (159,499 voters), Republican Senator Betty Little (93,951 voters), Republican Assemblywoman Janet Duprey (74,015 voters, Democratic Assemblywoman Addie Russell (68,371 voters) and Republican Assemblywoman Dede Scozzafava (68,361 voters).
