Crazy Carl On The Isuues

While Crazy Carl & his merry men complain that their wacky statements have prevented voters from focusing on Carl’s platform, Crains Insider has done that on two of Carl’s plans.

 

They make as much sense as anything else the crazy man says!

Carl Paladino says his proposal to eliminate the corporate franchise tax will save New York manufacturing businesses $1 billion annually. But not even Randy Wolken, president of the Manufacturers Association of Central New York, is certain how much eliminating the tax would save companies (though he's all for trying). He says cutting the tax rate to 6.5% from 7.5% in 2008 saved companies in the state $300 million and spurred them to increase manufacturing capital investments by 12% statewide.

 

Carl Paladino filled his policy speech at a Crain's breakfast forum Tuesday with Medicaid cost-cutting proposals. While he was light on details, he singled out a computer program that analyzes Medicaid spending trends, which has been used by Chemung County Executive Tom Santulli since 2004 to reduce the county's Medicaid costs.

Santulli doesn't know how much the software saved Chemung County, but it wasn't enough to cut taxes 42%, as Paladino claimed.

“He's got that story all wrong,” Santulli says. “We've reduced the county tax rate 42% since 1992, but it wasn't because of the software. … That was because we consolidated departments and downsized the work force.”

By the way, Santulli is a Republican.
