Yes, state AG's can be significant. There was once a State AG from NYS who was more well known throughout the country than the US AG and more well known in most states than their AG. Not sure anyone would really want to cite “The Sheriff of Wall Street” as a positive precedent.
Further, the last NYS state official of lower rank than Governor who ended up on a national ticket was State Comptroller Millard Fillmore.
